The recurring review framework now has separate storage for completed review occurrences.

Completed review occurrences are stored under:
docs/reviews/occurrences/
The first occurrence artifact was created for the Documentation Audit review.
The recurring review discovery workflow was extended to associate review definitions with their latest completed occurrence.
abbey review recurring now displays the latest occurrence information alongside the recurring review definition.
This keeps recurring review definitions stable while allowing completed review history to accumulate separately.
The next step is implementing recurring review discovery and determining which reviews require attention.
